Just wanted to say that if those are the laws then OP's dad's way of thinking checks out, if he doesn't tip they should still be paid minium wage. Obviously the local custom says you must tip in all cases but this does mean that tips up to the minimum wage actually go into the owner's pockets (because they would need to pay the employees minimum wage even if nobody paid a single tip), and only when there's enough tips to cover the minimum wage then everything above that would go into the employee's pocket. But that aside sadly it's still rude not to tip.
Dec 18, 2019 at 16:23 comment added Em C @kiradotee The laws about minimum wage are largely irrelevant - as the question states, the expectation here (even in fancy restaurants, where they're surely being paid more than minimum wage) is that you tip around 20%, and not doing that is considered rude.

One is about covering tips (which I mention in passing, but is far from the point of this question), and two is a rant from someone who doesn’t like to tip, whose first answer says only what I already said in the question body.
